Malaysian SMEs can now apply for government-matched grants

In conjunction with 2020 Budget, the Ministry of Finance (MOF) is giving out grants to Small & Medium Enterprises (SME) to adopt digitalization in daily operations.

The Government will provide a 50% matching grant of up to RM5,000 per company for any digital marketing services. This matching grant will be worth RM500 million over 5 years, limited to the first 100,000 SMEs applying to upgrade their systems.

Eligibility for SME Digitalization Grant

  • Available to SME and Cooperative ("Koperasi") registered under the relevant laws of Malaysia;
  • The SME is at least 60% owned by Malaysian;
  • The SME/ Coop has been in operation for at least six (6) months; and
  • The SME/ Coop has minimum average annual sales turnover of RM50,000.

1What is SME Digitalization Initiative?

SME Digitalization Initiative is a new grant initiative provided by the Ministry of Finance Malaysia to assist Small and Medium Enterprises ("SME") to adopt digitalization in their business operations.

As announced in Malaysia's Budget 2020 presentation, the Government will provide a 50% matching grant of up to RM5,000.00 per SME over a period of 5 years for the subscription of digital services that will enhance their productivity and competitiveness.

Following the Pemerkasa announcement in March 2021, under Initiative #9, Cooperative ("Koperasi") sector has been encouraged to apply for the grant to receive the similar benefits afforded to SMEs.

2What are the grant details for the SME Digitalization Initiative?
  • Grant
    This matching grant is limited to one (1) application per Applicant only, however, Applicants are allowed to apply up to three (3) digital services with one (1) or more service providers that is endorsed by MDEC ("Service Provider").
  • Availability
    This grant facility is provided by the Government for a period of five (5) years beginning from 17th February 2020 or upon reaching 100,000 applications, whichever comes first.
  • Fees
    No fees imposed.
3What are Technology Solutions Providers (TSP)?

Technology Service Providers (TSPs) are local technology companies identified to support Malaysian SMEs in their digitalization efforts through the SME digitalization grant. SMEs can only engage with approved TSPs to be eligible for the grant.

5Who is eligible to apply for SME Digitalization Initiative?

7How to apply for SME Digitalization Initiative?
  • The Applicant must contact and appoint Marketing Connection Studio as the TSP (Panel listed in MDEC) to perform any of the digitalization services available (maximum of 3 digital services).
  • The Applicant is to complete and submit the application form along with required documents to the Service Provider.
  • The Service Provider is to submit the application form together with the supporting documents to the Bank.
  • Once the application is approved, subject to the total invoice amount, the Applicant is responsible to pay the difference of the total invoice after deducting the subsidized amount granted from the Initiative for each digitalization service to the Service Provider.
  • The Bank will then make a direct 50% payment of the total invoice amount or up to RM5,000.00 to the Service Provider in one lump sum payment or in stages based on the Bank’s discretion.
